Why are there 2 Dunchideock Village websites?

The Parish Council increased our 2020/21 precept by £1,000 so they could build a (3rd) web site, one that would comply with the "Transparency Code" legislation. They have made a complete, expensive shambles of this.

Two Dunchideock Websites?
All my key page layouts, text, files and designs were stolen by the Dunchideock Parish Council and used in their web site which uses the domain name I bought many years ago and donated free of charge to the Parish Council. For reasons unknown, this site is now off-line and the Chairman has prepared a new website.
The previous PC web site was set up to undermine all my Dunchideock Village web page development and management that I'd run (free of any costs) for 15 years.......... because I didn't co-operate with the then Chairman over web page matters & page editors.
My Dunchideock website has never cost our village even a penny to design or maintain.
However, the Parish Councillors agreed to pay Mr. C. Holden (a relative of one of the then councillors) £500 along with unrevealed on-going maintenance costs, to build their own web site.
No Tendering process; simply the Contract awarded.
It seems somewhat contrary to their own Financial Regulations that one councillor, who declared an interest at the subsequent meeting, voted in favour of making the initial £300 payment to his undisclosed relative. The name was then kept secret, both in the meeting and the minutes.
Subsequently, it transpired that their £500 site did not comply with the Public Sector Bodies Accessibility Regulations 2018. So they increased the 2020/21 precept by £1,000 to commission yet another new web site. It was never implemented.
